By June 1918 a plan to organize clubs into Districts was presented to the Kiwanis International convention in Providence Rhode Island. 29 Districts were then formed across North America and Canada.

Capital District is the 3rd district in Kiwanis (thus the K03). At that time, Washington and Baltimore were the only clubs formed prior to August 29, 1918.  See Volume 1 of the History Volumes.
