About December 1916, the brother of William H. Towles attended a meeting of the Kiwanis Club of Buffalo, NY (12th Kiwanis Club). Bill Towles felt Washington should have a Kiwanis Club.

The first meeting was held February 1917 at the Burlington Hotel. Arthur Malkin, a Kiwanis field representative attended to help organize the club.

January 16, 1918 International President George M. Hixson presented the Washington charter, though the date on the charter reads May 19, 1917.
